The short answer

Choose the criteria first, then the cities. Write down what matters for this event, give each criterion a weight, and score each city only against those.

The right city depends on who is travelling, what the event needs and what your committee values.

Why start with criteria

Committees often start with a favourite city and look for reasons afterwards. A worksheet reverses that.

When the criteria are written first, members can disagree about the weights instead of arguing about cities.

Criteria you can choose from

Pick the four to seven that matter for your event. Add your own.

CriterionThe question to askWho can answer
Where delegates come fromFrom which cities and states will most delegates travel, and by what means?Your member or registration list.
ArrivalWhat are the realistic ways to arrive, and do they suit your programme start time?Transport operators and delegates.
Venue fitIs there a venue with the rooms your programme needs?Venues, in writing.
StayIs there enough accommodation in the budget you set?Hotels, in writing.
CalendarDo the host state's weekend and holidays clash with your dates?Official state calendar and the venue.
SuppliersCan you find the suppliers you need locally, or will they travel?Venues and suppliers.
Local supportIs there a contact who can help on the ground?Your own network, the venue, the local convention bureau where one exists.
Cost to your delegatesWhat would travel and accommodation mean for members?Your own survey of members.
Entry or access rulesDo visiting delegates need anything special to enter or move around?Official state or operator sources.

How to use weights

  1. Give each criterion a weight from 1 (minor) to 5 (essential). Do this before you score any city.
  2. Score each city from 0 to 3 for each criterion, based on facts you checked. Write a source or question beside each score.
  3. Multiply score by weight and add up for each city.
  4. Treat the total as a prompt for discussion, not as the answer. Look at any essential criterion where a city scored 0.

Facts to check, not assume

A worksheet is only as good as what goes in it. Do not fill it from memory or from what other organisers say.

Where you do not know, write the question and the person who can answer, and score the cell only when they have replied. The delegate-origin location comparator can help you see where your delegates travel from.

What to verify for each city

  • Which state and local authority cover the venue address? Ask the venue for the full address and check the authority's website.
  • What are the host state's weekend and public holidays on your dates? Check the official calendar and use the host-city date checker to log the source.
  • How will delegates arrive, and does that work with your start time? Ask the operators and a sample of delegates.
  • Does any venue have the rooms your programme needs on your dates? Ask each venue to confirm in writing.
  • Who will be the local contact before the event? Ask the venue or your own members.
  • Who can answer questions for visiting delegates about entry or access? Check official state sources.

Share the worksheet and decide

Send the blank worksheet to the committee, collect weights separately, then compare. Disagreements about weights are the useful part.

Record the final choice and the reasons in your decision log. If it is a city outside Kuala Lumpur, read how to plan from a KL head office next.

Worked example · Fictional example

A committee weighs three cities

Fictional organisation and figures, for illustration only. The cities are placeholders.

The Persatuan Fiktif Jurutera Pengajian compares City A, City B and City C for a two-day forum. The committee gives Delegate arrival a weight of 5, Calendar 4, Cost to delegates 4 and Local support 2.

City B scores highest in total, but scores 0 on Calendar because the venue could not confirm the dates. The committee decides to hold its choice until the venue replies in writing.

City comparison worksheet

Copy the table into a document. Replace the criteria with your own, set the weights first, and note a source or question for every score.

  1. List four to seven criteria and set each weight from 1 to 5.
  2. Name the cities on your short list. Add the reason each is on it.
  3. Score each city 0 to 3 for each criterion, using only facts you checked.
  4. Write the source or the open question beside each score.
  5. Flag any essential criterion where a city scored 0.
  6. Record the decision, the date and who made it.

Handle it in-house, or bring in help?

Your team can usually handle this when

  • Your committee can agree the criteria and weights in one meeting.
  • You already know where most delegates travel from.
  • You can ask each venue for written confirmations yourselves.

Outside planning help earns its fee when

  • Committee members favour different cities and the debate keeps restarting.
  • Delegates come from many states and nobody has mapped where they travel from.
  • You want a short, scoped review and a prioritised action plan before you commit.

Want a second pair of eyes on the choice?

A planning diagnostic reviews your short list, your criteria and the open questions, and gives you a prioritised action plan. Send us your worksheet, and we will reply with the level of support that fits and what it would cover. The host city is your decision. Once you have chosen, we can plan and manage the event with you wherever it is held.

Questions organisers ask

Which city is best for a conference in Malaysia?

There is no single best city. It depends on where your delegates travel from, the rooms you need, your dates and your budget. Use the worksheet to compare cities against your own criteria.

How many cities should be on the short list?

Two to four is easier to check properly. More than that and the open questions pile up.

Should cost carry the most weight?

Only if your committee says so. Set the weights first, as a group, then score the cities.

Can support be arranged if we pick a city outside Kuala Lumpur?

Yes. Planning support is available across Malaysia, and we can arrange on-site support and travel when the scope needs it. We work most in Kuala Lumpur, Selangor and Seremban. Travel and accommodation are charged when part of the agreed scope. See the Malaysia coverage page.
