The short answer

Write the decision as a short board paper with three parts: where members start from, the journey burden each group would carry to each location, and the itemised costs you have been quoted. The paper presents your evidence, whether the larger city or the cheaper room comes out ahead.

Journey burden means the time and effort your members report, not a figure from a map. Costs are what suppliers have written down.

What the board paper contains

Part one is a table of member origins by area. Part two asks a sample of each group how long their own journey to each location would take and whether they would travel the day before. Part three lays the quotes side by side, with exclusions marked.

Use the delegate-origin location comparator to hold the origins and the KL-Selangor-Seremban briefing circuit planner if a second, smaller session is a possible alternative.

What to verify for Kuala Lumpur and Seremban

  • Where do members start from, and in what numbers? Tally from the membership list by area. Answered by the secretariat.
  • How long would each origin group say the journey takes, and does anyone need to stay overnight? Ask a sample of each group and record the answers as reported. Answered by members.
  • Which authority covers each venue address? DBKL's portal identifies it as the municipal authority for Kuala Lumpur, and MBS's pages describe the council for the Seremban area, so ask each venue for its full address and confirm with the council. Answered by the venue and the council.
  • Which rail services will members use? KTMB's Komuter page names a Batu Caves to Pulau Sebang route and KL Sentral as a transfer point, but names no Seremban station, so ask KTMB which station and timetable apply to your date. Answered by the operator.
  • What is each quote's total, itemised, with exclusions marked? Add the numbers yourself and do not use a figure from a listing. Answered by the organiser from supplied quotes.
  • What costs fall on members rather than on the organiser, such as travel and accommodation, and have they been counted on both sides? Answered by the committee.

What is different about Kuala Lumpur and Seremban

The authority and booking route differ: DBKL for Kuala Lumpur addresses and MBS for the Seremban area. MBS's FAQ says its halls are booked through a counter at Wisma MBS and that rates differ between the Seremban and Nilai zones.

See the Kuala Lumpur brief and the Seremban and Nilai brief, and the venue shortlist matrix for the venue evidence.

Worked example · Fictional example

A fictional society prepares a board paper

Fictional organisation and figures, for illustration only.

The Persatuan Fiktif Akauntan Cawangan has about 200 members, most listed in two areas and a smaller group elsewhere. The board wants a recommendation.

The secretariat tallies origins, surveys a sample of each group on journey time and overnight need, and sets out two itemised quotes with exclusions marked. The paper makes no recommendation until the numbers are in.

Handle it in-house, or bring in help?

Your team can usually handle this when

  • Most members start from one place and the answer is plain.
  • Two quotes exist and the board accepts a short paper.
  • Nobody disputes the figures.

Outside planning help earns its fee when

  • Origins are split and the board expects a defensible comparison.
  • Quotes use different inclusions and cannot be added up.
  • Member-borne costs are part of the argument.

Want the board paper built from your evidence?

An Event Blueprint can include the board paper: origin tally, member journey survey, the same brief sent to venues in both locations and the quotes itemised side by side. A project lead can coordinate the survey and chase the quotes. Send your member list by area and the two locations you are weighing, and we will reply with the level of support that fits and what it would cover.

Questions organisers ask

Is Kuala Lumpur or Seremban better for a member conference?

Neither wins by default. Compare origins, reported journey burden and itemised quotes.

Which station serves Seremban?

KTMB's Komuter page names no Seremban station. Ask the operator.

Which journey times should we use?

Use the times your members report and the times operators publish for your date.

Is there a local office?

No. We plan remotely and arrange on-site support and travel as agreed in your scope.
