The short answer
Rebuild every quotation in one quote model with four blocks: rooms, meal numbers, meeting space and exclusions. Compare block against block, never total against total.
Compare the quotations you hold, line by line, and use only the figures they state.
The four blocks of the quote model
Use the residential conference package comparator for the arithmetic once each line is placed. The model below decides where each line goes.
- Rooms: number of rooms, nights, room type, who pays incidentals, and the cut-off date for releasing unused rooms.
- Meal numbers: which meals are quoted, the number each quote assumes, the minimum number you must pay for, and the date the final number is due.
- Meeting space: which rooms, which hours, whether set-up and clearing time is inside the quoted hours, and what the room hire includes.
- Exclusions: service charge, tax, equipment, extra hours, corkage and anything marked "subject to". Record each as included, excluded or unclear.
What to verify for KL, Selangor and Seremban quotes
- Is each quotation for the same dates, the same attendee count and the same programme? Answered by the organiser.
- Do the stated taxes and service charges appear on every line or only on the total? Answered by the hotel sales office in writing.
- Which local authority covers the hotel address for any licence or approval question? DBKL covers Kuala Lumpur and MBS covers the Seremban and Nilai districts on their own portals; Selangor is split among several councils, for example MBPJ for Petaling Jaya and MBSA for Shah Alam. Confirm the council from the full address. Answered by the hotel and the council.
- Is the quoted room rate tied to a block that you are liable for if numbers fall? Answered by the hotel.
- What is excluded from the meeting-room hire that a speaker or supplier will need? Answered by the hotel and the supplier.
What is different about the three areas
The authority and the paperwork route differ by area. Each hotel states its own prices, room availability and quote style. Compare the structure first with shortlisting venues with a matrix, and use the area views for Kuala Lumpur, Selangor and Seremban and Nilai.

A fictional professional institute

Institut Fiktif Pengurusan Aset receives quotes from three hotels. Hotel A lists meals per person, Hotel B bundles meals with the room hire, and Hotel C shows only a package total.
The secretariat asks Hotel B and Hotel C to split their totals into the four blocks, and notes that Hotel C leaves service charge as unclear. Only then does the committee compare.

- The quotes are few, from the same type of hotel, and share a format.
- One person owns the model and the follow-up questions.
- The committee only needs a ranked comparison by block.
