Hi, I'd like to discuss support for an upcoming event. Help needed: Not decided Event type: Not decided Event area: Kelantan Date: Not decided Approx. attendees: Not decided Reference: EV-1114 / en Page: https://eventconsultant.com.my/areas/kelantan/
The short answer
Write the agenda around Kelantan's weekly rest days, then check it with the state and the venue. A federal agency in Kelantan, KESEDAR, refers to the rest days as Friday and Saturday.
Confirm this with the State Secretary's Office before you fix dates, and ask the venue and the council about anything local that affects your programme.
What to verify for Kelantan
- What are the weekly rest days? KESEDAR's page on Kelantan holidays says that when a public holiday falls on the rest days "Jumaat dan Sabtu" together, it is replaced by the next day, for one day only. A Public Service Department (JPA) working-hours document gives Sunday to Thursday hours for a group that includes Kelantan, with a shorter Thursday. Neither is a state statement of the weekend. Ask the Kelantan State Secretary's Office to confirm the rest days and the replacement rule for your event year.
- Which state holidays fall on your dates? The Kelantan state portal has a Takwim Cuti 2026 page with a PDF of state public holidays dated 2 December 2025. Read the dates from that PDF yourself. The 2026 national schedule lists the Sultan of Kelantan's birthday; confirm the date with the state. Then test your dates with the host-city date checker.
- When can you reach the council? The Kota Bharu Islamic City Municipal Council (MPKB-BRI) lists office hours as Sunday to Wednesday 8:00 to 13:00 and 14:00 to 17:00, and Thursday 8:00 to 13:00 and 14:00 to 15:00. Friday and Saturday are not listed. Plan hall and permit enquiries inside those hours, and confirm them.
- Does any part of your programme need a licence? MPKB-BRI has announced entertainment and entertainment-venue licences under the Kelantan Entertainment and Entertainment Venues Enactment 2025. Ask MPKB-BRI whether any element of your programme, such as music or a performance, needs a licence, and whether a one-day conference needs any permit beyond hall hire. Ask rather than assume.
- What does the venue require for the programme and catering? Ask the venue in writing about session timings, breaks, catering and any rules on content or entertainment. Ask local contacts what they advise for your audience.
- How do delegates arrive? The CAAM aeronautical information publication lists Sultan Ismail Petra Airport at Pengkalan Chepa, Kota Bharu, operated by Malaysia Airports. Ask Malaysia Airports and the airlines about services on your dates. Check Malaysia Rail Link (MRL) for the opening date, stations and timetable before you list the East Coast Rail Link as an option.
- What does the season mean? MET Malaysia says the northeast monsoon brings heavy rain spells to the east coast of Peninsular Malaysia, peaking in November, December and January. Ask the venue about its terms if weather changes plans.
- Where do your delegates live? The 2026 school calendar puts Kelantan in Kumpulan A, with Kedah and Terengganu. Perak and Perlis are in Kumpulan B.

Start from the weekend
The weekend is the starting point. A programme built on a Saturday and Sunday template can land on rest days here.

Worked example · Fictional example
A fictional association rebuilds its agenda around the rest days
Fictional organisation and figures, for illustration only.
Persatuan Fiktif Pengurus Latihan plans a two-day seminar for about 100 delegates. Its first agenda runs on a Saturday and Sunday.
The committee asks the State Secretary's Office to confirm the rest days and asks the venue what it can offer on them. It moves the seminar to two weekdays and asks the council whether the evening session needs any approval.

- Open questions and who will answer them:
Handle it in-house, or bring in help?
Your team can usually handle this when
- Your delegates and suppliers are mostly local and share the state's working week.
- The venue is chosen and has confirmed its programme and catering terms in writing.
- A committee member can confirm the rest days and make the calls.
Outside planning help earns its fee when
- Delegates arrive from states with different weekends and nobody owns the date check.
- Your programme includes elements that may need a licence and you need the questions asked in order.
- Your committee is outside Kelantan and cannot visit before the event.
Want someone to build the timing brief with you?
We can confirm the rest days, chase written answers from the venue and the council and keep the answers in one place, or manage the event itself with the specialists it needs, within the scope we agree. Planning can be done remotely, and we can arrange on-site support and travel to Kelantan when the scope needs it. Travel and accommodation are charged when part of the agreed scope. Send your dates, venue and what is still open, and we will reply with the level of support that fits and what it would cover.
Questions organisers ask
Is the weekend in Kelantan Friday and Saturday?
KESEDAR's page refers to the rest days as Friday and Saturday. Confirm it with the Kelantan State Secretary's Office before fixing dates.
Where do I find Kelantan's state holidays?
The state portal has a Takwim Cuti 2026 page with a PDF. Read the dates from the document and confirm them with the state.
Does my conference need a licence?
Ask MPKB-BRI. It has announced entertainment and entertainment-venue licences, so ask whether any part of your programme counts and whether a conference needs a permit beyond hall hire.
Can I list the East Coast Rail Link as an arrival option?
Only after Malaysia Rail Link confirms the opening date, stations and timetable for your dates.
